The exploration license is issued by the Ministry of Industries and Mine for the exploration of Minerals in a specific area.

• ·   Submission of filled in application form along with 3 copies of 1:250000 scale topographic maps of the area.
• ·   Accurate indication of the area applied for on the drawings by the applicant. 
• ·   Completing the application for and indicating the specifications of the area pointed on the maps attached to the form.
• ·   Submitting the documents mentioned in items 2 and 3 together with a photocopy of identity certificate or copy of the Articles and Association to the organization office. 
• ·   Receiving a copy of the maps as signed and sealed, as receipt of registration in the registry of the organization.
• ·   Processing of the application within a maximum period of 7 days. 
• ·   In case the applicant is not contested within 4 months, the documents mentioned in items 8-12 hereunder should be submitted to the organization.
• ·   Completing and submitting the related letter of undertaking the exploration operations with the observance of the criteria. 
• ·   Introducing technical managers approved by the organization.
• ·   Marking of the exploration area by the organization at the request of the applicant.
• ·   Following up the issuance of necessary permit by the concerned bodies,  as necessary.  
• ·   Preparing and exploration plan appropriate for the mineral(s) available within the non-contested area.
• ·   Studying the proposed exploration plan and necessary actions for the issuing the exploration license. 
• ·   In case of existence of legal impediments the documents will be returned to the applicant.
• ·   The application of foreign applicants for exploration license will be processed at the ministry headquarters.

• ·   Exploration certificate is a certificate which is issued  to the holder of exploration license after the completion of exploration operations and approval of the concerned agency. 

• ·   Carrying out   the exploration operations by the applicant on the basis of the  approved plan.
• ·   Submission of a report on the completion of exploration operations and application for dispatch of expert by the applicant.
• ·   Dispatching of the expert and commenting on the adequacy of exploration operations. 
• ·   Studying the report of the expert and other documents furnished by the applicant  in the Exploration Certificate Commission. 
• ·   Issuance of exploration certificate upon approval of the commission and its notification to the applicant.

• ·   Preparing mines specification booklet for determining their size.
• ·   Considering the application of exploitation applicant and determining the exploiting party.
• ·   Demanding exploitation plan from the selected exploiting party and considering its feasibility.
• ·   Determining the exploitation period and carrying out necessary calculations and receiving good performance bond.
• ·   Reviewing the above documents and issuing exploitation license.

• ·   The stages of issuance of  establishment license are as follows:
• ·   Study and evaluation of the industrial activity by the investor  for the purpose of      choosing the type of industrial activity  and execution stages.

Reference to the  organization of industries and mines of the province for the receiving the questionnaire.

• ·   Completion of the questionnaire and its submission to the  related organization of industries and mines of the province.
• ·   Review of the questionnaire  by the  organization of industries and mines of the province      against the criteria (in case of its non-conformity with the criteria,  the disapproval will be  sent to the applicant, mentioning the reasons).
• ·   Payment of stamp duty  for the issuance of the establishment license. 
• ·   issuance of the establishment license by the related organization of industries and mines of the province.

The stages of issuance of establishment license are as follows:

• ·         Conducting studies and evaluation for the purpose of  selecting  the field of activity of the agro-industrial unit and the site of implementation thereof by the investor.

• ·         Reference to the related organization of industries and mines or agricultural jihad organization of the province completion of two copies of the questionnaire by the applicant and return of a copy to the organization of industries and mines and agricultural jihad organization of the related province.

• ·         Review of the questionnaire by the organization of industries and mines and agricultural jihad organization of the related province.

• ·         Consideration of the results of the studies and the investigations in joint committee of the representatives of the organization of industries and mines and agricultural jihad organization of the related province for taking a decision (in case of non-conformity to the criteria, dispatch of a response mentioning the reasons by the organization of agricultural jihad).

• ·         Completion and signing of the establishment license by the agricultural jihad organization of the province and dispatch of the same to the organization of industries and mines of the province for signing and returning to the concerned agricultural jihad organization, for issuance.

The stages are as follows:

• ·         The questionnaire of operation license is received by the applicant
   from the concerned organization of industries and mines and returned to the said organization after completion for their consideration and assuring the completeness of information.

• ·         Calculation of the capacity for determining the maximum production capacity on the basis of the installed machinery for 3 working shifts i.e. 4500 useful hours per year, with 100% efficiency will be carried out by the concerned expert.

• ·         In cases where calculation of  all the hours of the year  is required with regard to the type of the industry (such as cement or glass factory) this figure will be increased to 6500 useful hours with 100% efficiency.

• ·         In case of the units with several production lines if only one or some of the production lines are ready for operation, operation license may be issued for those lines only.

• ·         Issuance of operation license will be subject to the provisions of law of prevention from air pollution ratified on April 23, 1995 and approval of the environmental protection organization and in case of food and health and pharmaceutical industries, with regard to the law of food stuff, beverages and health and cosmetic products ratified on July 19, 1967, shall be subject to the inquiry of the unit and approval of the Ministry of Health treatment and medical education, and in case of the animal and poultry pharmaceutics and foodstuff shall be subject to the approval of the  State Veterinary   Organization, or there provincial departments.

• ·         The charges for issuance of operation license shall be paid to the account No. 310 of  treasury in accordance with the Decree No.   18154 dated June 24, 1985 of the council of ministers. 

• ·         The operation license shall be prepared on the basis of the information gathered in a special colored sheet and shall be submitted  to the applicant together with a covering letter.

• ·         Sending a written application form by the production unit to the organization for industries and mines of the related province.

• ·         Visit of the research and development sections of the production unit by the expert of organization for industries and mines of the province and completion of the related form.

• ·         Completion of educational course on “management of research and development of production units” by the manager of research and development  center by the organization for industries and mines of the province  or Center for Industrial Education and Research of Iran. 

• ·         Sending a complete set of documents to Organization for Industries and mines of the province for issuance of certificate of research and development.

It is a document issued by the department of planning, development and technology to the holders of certificate of research and development after considerations of the expert based on the conditions necessary for completion of  the  supplemental educational course for research and development managers  of the production units.

• ·         Dispatch of a written application by the production unit holding a certificate of research and development, to the organization of Industries and Mine of the related province.

• ·         Visit of the research and development sections of the production unit by the expert of organization for industries and mines of the province and completion of the related form.

• ·         Completion of supplemental educational course on “management of research and development of production units” by the manager of research and development center by the organization for industries and mines of the province or Center for Industrial Education and Research of Iran. 

• ·         Sending a complete set of documents to the office of research technology and education of the Ministry of Industries and Mines, after the approval of the Organization for Industries and mines of the province for issuance of  research and development license.

Mining Exploitation License is a permit issued by the Ministry of Industries and Mines for exploitation of a mine for a certain period within a specific area.
